Heheh yeah, it sounds funny, but Open means something different in context. Windows is a fairly open platform. That doesn't mean open source, or free, it means that you have access to their development tools, frameworks and APIs so you can write software and drivers to deploy it. It's certainly not THE most open operating system in those terms either though, but it's not as ridiculous as that implies. It's probably got the most canned shit available.
