Humans don't actually make that, physics does. The transistors are "grown" more than they are made. What we don't know is how many they throw out (or salvage for lesser units with parts disabled).

Yeah what they refer to as "binning" for units that don't make the grade for a given spec so they disable what doesn't work as expected (or set the clock speed lower) and assign it to a lower grade. Sometimes they'll do that only to create lower spec'd units from fully functional higher spec'd units. For example the pencil lead hack on AMD processors back in the early 2000's to get a free upgrade. But usually there was no way of knowing the reason any given processor had been binned (sometimes certain batches where known to overclock well, and these were listed on some websites, often at a premium price), so the results weren't always good.

Nowadays you'd be lucky to be able to run your CPU at its full clock speed all the time (like I do, bypassing the turboboost ratios etc. on my MSI board), never mind overclocking.
